Everything You Need to Know About Direct Vision Standard (DVS) and HGV Safety Permits

What is the Direct Vision Standard (DVS)?

The Direct Vision Standard (DVS) is a road safety initiative introduced by Transport for London (TfL) to improve the safety of vulnerable road users, including pedestrians, cyclists and motorcyclists.

The scheme applies to all HGVs over 12 tonnes Gross Vehicle Weight (GVW) entering or operating within Greater London.

Every qualifying vehicle must hold a valid HGV Safety Permit, regardless of where it is registered.

The DVS star rating measures how much a driver can see directly through the cab windows without relying on mirrors or cameras. Vehicles are awarded a rating between 0 and 5 stars, with higher-rated vehicles offering greater direct visibility.

Progressive Safe System (PSS)

Since October 2024, the Progressive Safe System (PSS) has replaced the original Safe System requirements.

Vehicles with a 0, 1 or 2-star DVS rating must be fitted with approved safety equipment before they can obtain a permit to operate in Greater London.

The Progressive Safe System includes technologies such as:

• Blind Spot Information Systems (BSIS)

• Moving Off Information Systems (MOIS)

• Camera monitoring systems

• Audible warning devices
